The Opportunity
Trow Engineering Consultants, Inc., a subsidiary of Trow Global, is currently searching for a Professional Engineer to be utilized on an international assignment based in the Republic of Georgia tentatively scheduled to be completed by December 31, 2012.
•Reviews engineering and design plans during pre-construction, including, but not limited to, alignment sheets, drawings, ownership maps, environmental exclusion areas, specifications, pulsation characteristics, cathodic protection, and delivery meters. Following reviews, prepares a summary opinion of the adequacy of the engineering and design.
•Reviews engineering activities during construction, including collection and processing of as-built data, preparation of as-built drawings, hydrostatic test data, design changes, and other engineering activities in support of construction.
•Reviews all applicable health and safety plans for planned project activities and identifies areas of improvement. Provides spot reviews of the health and safety inspectors and ongoing reviews of associated reports and performance statistics.
•Reviews requests for proposals (RFP), invitations for bid (IFB) and tender offer (TO) documents prior to letting for bid. Maintains physical presence to observe bid openings for RFP, IFB and TO documents.
•Reviews construction execution plan, specifications and schedules to assess the feasibility of meeting project objectives. Reviews hydrostatic test plan and associated tests. Reviews non-destructive examination (NDE or X-Ray inspection) test results.
•Reviews status of right-of-way permission by determining existing rights as detailed in the contract in order to maintain and upgrade facilities on existing right-of-way. Reviews landowner interactions and identifies associated issues
.
•Reviews material lists with engineering plans for completeness of required materials, including materials to be procured and materials to be provided. Reconciles materials list with requisition plan and associated purchase orders. Reviews the materials control system.
•Assesses the material receiving and storage protocol and facilities prior to mobilization. Conducts regular site visits to inspect the materials and compare inventory with material records and custody transfer to appropriate personnel.
•Performs construction quality assurance reviews through onsite inspections. Reviews environmental compliance plans and monitors construction activities for compliance with regulations. Develops and communicates reports on project status, identifying construction spreads and key construction crews.
•Develops an overall schedule of oversight activities and deliverables to be included in monthly reports. Reports on progress and deviations and reviews project cost estimate, including evaluation of detailed cost estimate basis, where appropriate. Reports project cost expenditure updates and analyzes cost expenditure compared to budget.
REQUIRED QUALIFICATIONS
Education & Experience:
Bachelor's degree in the field of chemical, mechanical or civil engineering with a minimum of 5 years of related professional experience.
Licenses:
Licensed as a Professional Engineer in the United States (PE).
Competencies:
•Knowledge of the concepts, principles, and practices of engineering.
•Ability to interpret architectural/construction drawings, specifications, codes, standards and/or regulatory requirements.
•Ability to perform on-site design services and field engineering work.
•Knowledge of and ability to apply compliance standards related to health and safety.
•Knowledge of and ability to identify safety hazards and necessary safety precautions to establish a safe work environment.
•Knowledge of computer applications and functions, including Microsoft Word, Excel, Project and Outlook.
•Knowledge of documents related to requests for proposals, invitations for bid and tendering offers.
•Knowledge of the processes involved with inventory management and control.
•Ability to prepare clear and concise reports, procedures, correspondences, and other written materials.
•Ability to compile, review, and reconcile data for accuracy, completeness, and compliance.
•Ability to communicate effectively verbally and in writing.
•Ability to maintain and establish effective working relationships.
•Ability to prioritize, organize and perform multiple work assignments simultaneously.

•Ability to perform work accurately in a detail oriented environment.
•Successful completion of a pre-employment criminal background check.
