Freelance Developer required for aggregate portal (New York Metro)

Developer needed to build\design a news aggregate portal. Must have proven prior experience building an aggregate portal – ADSense, SEO and ideas for expansion is a plus. Needs to be experienced in designing these types of sites – information will be gathered from other portals – would like to discuss ways to keep visitors on the site while displaying articles etc from external portals. Looking for recommendations on best practices and most effective language for expansion and maintenance. Please be prepared to discuss rate or total cost and planned duration or phases.
