Wordpress expert needed to create site (Carroll Gardens)

Hi, I am looking to start a "reviews" website, similar to yelp (in that the reviews will be user generated) but I am not looking for a custom built site, I was looking for something more plug and play that i can have live very quickly. I've done some internet research and the only plug and play type program I can find is one that is only compatible with wordpress (http://www.wpreviewsite.com/). I do not have an wordpress blog but I think it's pretty easy to set it up together. I am looking for someone who is familiar with wordpress and their applications and can set up the site for me. I expect to use the wordpress templates for design and don't expect to require much customization as the plug in seems like everything I need to get started. Anyone interested in doing this, please send me some links to other work you have done, an estimated project fee (no hourly rates pls) and an approximate idea of how long you think it would take to get done. Also I am open to other suggestions of how to build this type of site, I am not wedded to WP and their plug in, but that's all i could find that needed minimum work to get live. Thanks!
