Wordpress Plugin - URL rotator, redirector, analytics. (Anywhere but prefer North America, Silicon Valley )

I need a plugin developed but the exact details will not be able to be revealed until the job has been awarded.  The short feature list is:1)  Landing page creator2)  URL rotator/redirector3)  Tracking & reporting of data on the traffic sent through the pages generated.I have developed several software projects in the past but this is my first venture into WP Plugin development, and as such I don’t know the architecture well enough (and don’t have the time) to tackle this on my own.  This has a tight timeline and needs to be done quickly, but I know precisely what it needs to do and how it needs to work, and have a thorough UI design mockup done with www.balsamiq.com.  I am available full time also to help direct the developer to make sure nothing is misunderstood and you always know what needs to be done.If this goes well, I’m looking to produce a much larger Wordpress project and will need someone (i.e. you) who would like to come on board for that project.Please submit any specific questions you have, as I am looking to select a developer and begin work right away.You must speak and write fluent english and be available by Skype (or Gtalk but I prefer skype) in order to discuss specifics as they arise.  I am normally online between about 11am until 2am Pacific time, 7 days a week.
